We are pleased to introduce you a big supporter of LIFE4MEDECA, Dr. Antonella Querci, Director of Innovation, European Projects and Development of the Livorno based, System Port Authority of North-Tyrrhenian Sea.
SDG4MED: Antonella, the Port Authority, through your team, is the leader of the multinational and multidisciplinary LIFE4MEDECA project aiming at facilitating the designation of the Mediterranean as an ECA (maritime emission control area). Why a Port in the lead of one of the most complex and ambitious environmental action of the last years?
A. QUERCI: Carbon neutrality is a common goal of each organisation and of each person and a Port is not an exception: it is a guiding principle of our Strategic Plan. According to a 2020 study of the Georgetown University in Washington, ports can be the fore runners, the catalysts of the energy transition process in transport: we totally agree with this statement. Therefore, we decided also to act, rather than just speak….
SDG4MED: ECAs have been already established in the Baltic-North Sea and in North America. Why not yet in the Med?
A. QUERCI: The answer is easy: 3 continents (ASIA, EUROPE and AFRICA), 480 million inhabitants and 22 Countries (most of which non-EU members). Reaching an agreement is not just equally easy.
SDG4MED: What would be in practice the result and the impact of a MEDECA?
A. QUERCI: In a nutshell, the ban of fuels having more that 0.1% of Sulphur with an estimated 15.000 less air pollution induced deaths in the area, according to recent studies.
SDG4MED: A remarkable achievement which, however, will bear a cost…
A. QUERCI: Assessing the economic impact and who will be affected is exactly what the EU Commission asks LIFE4MEDECA to do in order to design suitable economic compensations. This having said, we – the Livorno and North Tyrrhenian Ports – are also contributing for instance making alternative, low sulphur fuels (LNG. Electrical power and Green Hydrogen) available for ships and trucks calling our ports. Each one can and should help and we are trying to do our part.
